RESEARCH AND POLICY DESIGN: NICARAGUA AND JAMAICA, WORLD BANK SOCIAL FUNDS EVALUATION, SOCIAL EMERGENT INVESTMENT FUNDS PROGRAM (FISE-NICARAGUA Y JSIF-JAMAICA).
This evaluation had its overall goals to:
(i) assess the development effectiveness of social fund projects under varying socio-economic conditions, and institutional environments;
(ii) identify best practices and approaches, for the effective and sustainable delivery of services to the poor, and for local institutional development;
(iii) distill lessons for improving the design and implementation, of future social fund projects for structuring future Bank support for delivery services, and local institutional development.
The evaluation was designed to answer key questions about strategies and impacts, of development aid. How does the new grassroots approach tried through social fund programs compare to more traditional methods, in terms of their effectiveness in producing significant benefitsand impacts.
