Sectorial Housing Policy framework for a  Housing implementation Program loan in the country. Development of technical  and  economic recommendations  for reform at the central government level as well  as the local one. The study was broken down into three  sections: (1) Impact  of  Local   Regulations   and municipal  standards on housing   price burden (2) land market studies and  availability  for  popular  housing programs (three study cases: Quito, Guayaquil,  Machala), (3)  Law  framework  and actors’s input in private houses financing.
